EU’s AI Act: Implementation of the rules with focus on the AI Office and AI Pact

The panel will focus on the enforcement and implementation of the EU’s AI Act. Panelists will discuss:

  1. How the EU AI Office is developing a Code of Practice for general-purpose AI models after the EU AI Act came into force on 1 Aug. 2024. The code must be in place by April 2025 and will provide a critical compliance tool for companies like OpenAI and Anthropic. If AI model providers adhere to the code, they will be presumed to comply with the AI’s legal requirements;
  2. How technical standards, known as harmonized standards, will play a role in lowering companies’ compliance costs because their products are presumed to conform with EU rules; and finally,
  3. The EU “AI Pact” and a voluntary commitment for companies to start implementing its requirements ahead of the legal deadline.

AI and copyright rules

This panel will address the complex copyright issues surrounding AI models on a global scale. Authors and creators worldwide have raised concerns about generative AI providers potentially infringing on their rights by using copyrighted materials for training purposes, leading to lawsuits in the US, Europe, and other regions. As various jurisdictions introduce new regulations, such as the EU’s AI Act, which requires transparency in the content used for training AI models while safeguarding trade secrets, there is an increasing need for clarity and consistency. The discussion will cover:

  1. The potential impact of emerging regulations on the relationship between rights holders and AI companies, including challenges in managing licensing and access to copyrighted works for AI training;
  2. Jurisdictional and territorial complexities as AI providers navigate differing copyright laws across global markets; and
  3. How these evolving legal frameworks could shape the development and deployment of AI models worldwide. The panel aims to provide insights into how AI companies and rights holders can balance innovation with compliance in this rapidly changing landscape.
